Colombia's oil and gas sector is of great importance to the country, both in terms of foreign trade and investment, accounting for 40% of exports and 19% of all foreign direct investment in the country in 2019. Despite the liberalisation efforts initiated in the 2000s, the sector continues to be dominated by the state-owned major Ecopetrol which, together with its subsidiaries and joint ventures, is responsible for 80% of hydrocarbon production in the country. The primary source of profit for the sector is the export of crude oil, which makes it vulnerable to new discoveries and price fluctuations on international markets. After experiencing significant production growth between 2004 and 2014, the sector witnessed a sharp decline in the years following the end of the mineral commodities’ high-price super cycle.
