Brazil was hit particularly hard by the COVID-19 pandemic, which by end-June 2020 had killed close to 60,000 people and had virtually halted the economy. Before the pandemic, Brazil was still slowly recovering from the 2015-2016 economic recession. The ICT sector’s gross revenue continued to grow in 2019, despite the slip in the number of subscribers. Companies were implementing large investment plans directed towards expansion of the fibre optic, 4G and 4.5G infrastructure. The pandemic had a negative impact on the ICT sector, albeit with at a lower magnitude compared to other sectors. The number of subscribers fell across the board, even in fixed broadband, which was the driving force of the sector. However, the decline was subdued, as telecom services became more important for daily life
